Motion

“The _____ NC/CC, a member of the Westside Regional Alliance of Councils (WRAC) opposes the two proposed Monorail Options (Alternative 1 and Alternative 3) due to their significantly lower ridership projections and lower capacities, and their significantly slower speeds and longer travel times, and supports the proposed underground Heavy Rail subway mode of transportation through the Sepulveda Pass because it will carry significantly more passengers than the proposed Monorail mode of transportation. The Heavy Rail mode of transportation is described in the Draft Environmental Impact Report (DEIR) for the Sepulveda Transit Corridor Project, released by Metro on June 2, 2025, in the discussion of Alternatives 4, 5 and 6.”

IMPORTANT:  the deadline for comment on the DEIR is August 30, 2025.  Member Councils are urged to take up the motion ASAP, in sufficient time for WRAC to submit a position letter prior to August 30th (if a majority of WRAC Councils approve the motion or a modified version in keeping with its spirit — as further noted below).

“Each WRAC member Council is welcome to customize this motion to specify which (or all) of the three Heavy Rail Alternatives your Council supports (e.g., The ____ NC/CC expressly supports the following Heavy Rail Option(s): (insert here: Alternative 4; Alternative 5; Alternative 6; Alternatives 4 and 5; Alternatives 4 and 6; Alternatives 5 and 6; or Alternatives 4, 5, and 6.)

“What is essential is that every WRAC member Council that adopts this motion must include the language above that expressly opposes the two proposed Monorail Options (Alternatives 1 and 3).

“Note: Monorail Alternative 1 already fails WRAC’s previously (and unanimously) adopted Motion on STCP, which calls for the STCP to include: (1.) An on-campus UCLA Station; and (2.) A direct seamless connection to the Wilshire Purple “D” Line Subway Station at Wilshire & Westwood Boulevards.  [See WRAC Prior Position re STCP].

“This motion makes clear that both Monorail Options (Alternatives 1 and 3) also should not be chosen by the Metro Board due to their significantly lower ridership projections and lower capacities, and their significantly slower speeds and longer travel times as compared to any of the three Heavy Rails Alternatives for this project.”
