“ ____ NC/CC urges the City of Los Angeles to promptly establish a new central Homeless Reporting

Dashboard on the City’s website, mirroring the Culver City Homeless Reporting Dashboard, that is clear, open, honest, transparent and easily accessible by the public.  NCWP further requests that Councilwoman Park take appropriate action to effectuate establishment of  such a new central Homelessness Reporting Dashboard in Los Angeles.”

“ ____ NC/CC  strongly supports the letter dated August 5, 2024, from Councilwoman Traci Park  to Governor Newsom and Caltrans, requesting that state authorities coordinate with CD 11 in addressing encampments on state property within the district, pursuant to the Governor’s Executive Order # N-1-24.  ____ NC/CC further requests a prompt response, effective action and accountability by state authorities.”

“______ NC/CC, a member of the Westside Regional Alliance of Councils, strongly supports CF 24-0602, which requests a report back from the CLA on the costs, environmental hazards, and human health consequences of artificial turf installations in Los Angeles, and recommendations to effectuate transitioning away from the future use of synthetic turf or artificial grass and to incentivize drought-friendly landscaping.”

“_____ NC/CC, a member of the Westside Regional Alliance of Councils, strongly supports the “Housing Unhoused Disabled Veterans Act” (HR 8340 / Sherman) and urges our Councilmembers to submit a resolution in City Council forthwith to add support for HR 8340 to the Council’s federal legislative priorities for 2024-2025.”

Further Letter 11/27/24

In regard to CF 23-0623, the ____ NC/CC, a member of the Westside Neighborhood Alliance of Councils (WRAC), requests that the city cap development waivers at five (5), with no more than one (1) of which may be related to the environment, for Executive Directive 1 (ED1) and Affordable Housing Streamlining Ordinance projects, and further requests that Councilmembers representing WRAC member councils (CMs Park, Yaroslavsky, Raman and Hutt) bring a motion in Council or otherwise direct the Dept. of City Planning (DCP) to institute a DCP policy to effectuate this purpose.

“______ NC/CC, a member of the Westside Regional Alliance of Councils, strongly supports the motion in CF 24-0140-S1 (Park, Krekorian and other CMs), calling for theCity Attorney to analyze the impact of the Supreme Court’s ruling in City of Grants Pass, Oregon v. Johnson – that anti-camping laws do not violate the 8th Amendment’s prohibition against cruel and unusual punishment – on the City’s ability to regulate encampments in public spaces in Los Angeles, and further calling for a report by the Chief Legislative Analyst on current laws restricting camping in the 87 other cities in Los Angeles County that will impact the City of Los Angeles.”

____ NC/CC, a member of the Westside Regional Alliance of Councils (WRAC), opposes the motion in CF 21-0329-S5, which makes implementation of LAMC Sec. 41.18 unnecessarily and unreasonably complicated and needlessly involves county agencies in city policy.  We agree with the protection of sensitive use sites and deem this Municipal Code section to be a necessary tool for combatting the proliferation of homelessness and protecting public health and safety citywide.*  ____ NC/CC  therefore strongly supports LAMC Sec. 41.18, which has been effectively implemented in Council District 11 and other areas of Los Angeles to protect public health and safety and preserve the use of our public spaces for all constituents.  *According to the Chief Legislative Analyst, “LAPD believes that LAMC Sec. 41.18 and its subsections have an overwhelmingly positive impact on public safety’” (5/31/24 CLA Report in related CF 21-0329-S4).

The  ____NC/CC, a member of the Westside Regional Alliance of Councils (WRAC), strongly opposes the implementation of Metro’s Congestion Pricing pilot (aka the Metro Traffic Reductions Study (TRS) project) without first having robust transit options in place in the North/South direction through the Sepulveda Pass from the 101 to the 10 freeway.

Robust transit options are defined as either 1) enhanced bus service through the Sepulveda Pass as previously suggested by the Southern California Association of Governments (https://scag.ca.gov/sites/main/files/file-attachments/mobilitygozone_report_final.pdf?1604269434) and 2) the Sepulveda Transit Corridor project, which will provide either monorail or heavy rail subway service from the San Fernando Valley to LAX, with a station on the UCLA Campus and a direct seamless connection to the Purple Line on Wilshire Blvd.

The ____ NC/CC, a member of the Westside Regional Alliance of Councils (WRAC), requests that the city receives monetary compensation and/or receives community benefits for the transfer of easements in the public right of way, equivalent to the fair market value of the property transferred, and that this value received is invested in the Community Plan area affected.

_____NC/CC, a member of the Westside Regional Alliance of Councils (WRAC), strongly supports the motion in Council File 24-0055 (Raman), requesting a report-back on measures to better enforce the City’s longstanding restriction on gas-powered leaf blowers within 500 ft. of residences, as well as development of an educational program and outreach to residents, landscapers and gardeners with information about the current regulations, the environmental impact and available rebate and trade-in programs.
